The Supreme Court has ruled that judges are powerless to review partisan gerrymandering. But courts can still enforce the Voting Rights Act provisions that protect minorities' voting power.

Schwarzenegger, who governed California as a Republican, has long championed anti-gerrymandering efforts and is "monitoring the situation [in Texas] right now," according to his spokesperson Daniel Ketchell.
