Police in Newport Beach say they arrested 402 people during Fourth of July celebrations, and about half of them were taken into custody in a single incident in the Balboa Peninsula on Saturday night. Newport Beach police say when the large number of juveniles and young adults swarmed the area, things quickly spiraled out of control -- with fireworks, blocked roads, fights and a Pavilions grocery store looted.
