More than 40 million recipients of the Supplemental Nutrition Assistance Program, known as SNAP, could lose food stamps by Nov. 1 as the government shutdown drags on. The USDA says it cannot use $6 billion in contingency funds during the shutdown, and any state that covers expenses on its own will not be reimbursed.
